Appendix- Young Futures Hub and Local Youth Strategy Overview

 

Young Futures Hubs 2026-2029

Aims to bring services together to improve access to opportunities and support for young people at community level.

Each YF hub designed locally to meet three outcomes:

•      increasing opportunities

•      improving mental health and wellbeing

•      reducing crime

Brighton and Hove City Council has been selected to be an early adopter of the Young Futures Hubs programme and to also link with the Local Youth Transformation one year funding 2026/2027 to transform the youth service and respond to recent review report recommendations.

 

Young Futures Hubs Implementation Plan

11 externally commissioned providers have been identified via the current Youth Service Grant and partners, to implement the Young Futures Hubs and Local Youth Transformation plans.

Using a ‘Hub and spoke’ model, the city will use this ‘Test and Learn’ year to work alongside young people, stakeholders and communities, to shape the development of services. Following review report recommendations, the North of the city has been identified as an area in need of additional youth provision. The Young Futures Hub will run from a new site, adjacent to Moulsecoomb Leisure Centre and in the heart of the local community.

 

Spokes will take the form of Detached youth work, Lead area provider Youth spaces, such as Brighton Youth Centre, The Weller Centre, Impact Initiatives, Tarner and Jubilee Library.

 

Commissioned providers:

·         Trust For Developing Communities- Leading the development of the Young Futures Hub North and lead commissioned provider for the East of the city.

Young Futures Hub Programme 2026-2029

 

·         Young Futures Brighton Streets: Neighbourhood and youth facing, street-based youth work- City Wide partnership across Central, East, North and West providers.

 

·         YMCADLG: Youth Information, Advice, Counselling Services (YIACS) open-access drop-in across North and Central Brighton, co-locating with youth providers. developing an additional central offer from Jubilee Library. Focus on step up/down and referral pathway development.

 

Local Youth Transformation Programme 2026-2027

 

·         YMCADLG: Digital YIACS offer for Young Carers, in partnership with the Carers Project.

 

·         4x Youth Advisory Boards, (YABS): led by Brighton Youth Centre, The Hangleton and Knoll Project, Trust for Developing Communities. Young people are at the heart of both programmes, with a focus on youth voice and decision-making. YAB members meet regularly to lead on the development of services and workstreams, shaping the implementation of Young Futures Hubs.

 

·         The Hangleton and Knoll Project: Focus on linking Health and youth sector and Integrated Care Boards- Test and Learn to inform on connected systems for the city’s youth.

 

·         Brighton Youth Centre: Development of additional out of hours provision and Volunteer Strategy to build capacity.

 

·         Trust for Developing Communities: Working in partnership with Brighton and Hove City Council to support the implementation of Young Futures Hub via youth voice and participation, partnership development, youth bus detached youth work in parks and spaces where young people spend time and additional out of hours provision development. Focus on youth-led service development.

 

·         Tarner: Targeted focus on Transition Years (10-13) youth clubs and groups, partnership working and linking to communities and schools and families

 

·         Impact Initiatives: Targeted focus on Transition Years (10-13) youth clubs and groups, partnership working and linking to communities, schools and families.

 

·         Amaze: Development of additional provision for young people with SEND, partnership working and case consultancy, employability pathways and youth voice structures.

 

·         Allsorts Youth Project: Focus on partnership working, youth-led Pride events, resource development and development of additional provision for LGBTQ+ young people including young people who are exploring their sexual orientation or gender identity.

 

·         Old Boat Corner and PAYPR: Development of additional out of hours youth provision within a busy, multi-generational Community Hub in the North of the city. 1:1 mentoring offer via PAYPR with a targeted focus.

 

·         AudioActive: Referral pathway development, partnerships and youth provision based in the North of the city with a strong link to the Young Futures Hub.

 

·         Skills Audit in partnership with Sussex University- Workforce Development offer for the youth work sector in Brighton and Hove

 

·         Online Directory in partnership with Trust for Developing Communities- Promoting the offer to all

 

·         Youth Database- Connecting external and Local Authority youth provision data to better understand the local need

 Theory of Change

Context and Need

Children and young people in Brighton & Hove face increased vulnerability during key transition years (Year 6–8), alongside wider inequalities in access, wellbeing and opportunities. The NYA Youth Service Review (2025) highlights both strengths in relational youth work and areas for development including equity, consistency and data.
